There should be a clear narrative element, for example people using umbrellas, farmers watching the sky, traffic in heavy rain, children playing in puddles, trees bending in wind, etc. It can be any type of weather such as rain, fog, storms, harsh sun, wind or snow, in a rural or urban setting.
