Even if the title speaks about "winter", this image gives me a spring atmosphere. Perhaps because of the abundant light that passes through the sparse trees and creates patches of sunshine on the ground or the pastel colors among which the blue of the trunks stands out.

The perspective of an avenue with two rows of trees of different colors, the trunks as simple black marks. Dominant white enhances the minimalism and the graphic effect.

To obtain the blur effect you can use the movement of the camera, the zooming or out of focus of the lens, etc. This effect must be done in camera, not using post production software.
