We can "assume" from the silhouette that this is a woman. But we're left with so many questions: Who is she? Where is she going to? Why is she alone?

Night lighting gives a whole new atmosphere and dimension to ordinary street scenes. Cities, especially, offer up a completely new palette of colours and lights from neon signs, store fronts, street lamps or car lights (to name but a few). Even the people are illuminated by the lights from their phones and the shadows around them; their silhouettes adding mystery and mood to 'The streets after dark'. Remember, be careful when out photographing at night, and good luck.
I love this photo. There is so much to read into – excellent storytelling.
We can see it's a food market, but not the ones we're used to here in the UK, however, which makes it even more fascinating and intriguing from my own perspective.
I loved the use of the low light, primarily focusing on the fishmonger holding a large fish. You can smell the freshness of the sea from here.

The viewers are left wondering if this is he really him. Has E.T. finally been set free to wander around? Have we finally made contact with extraterrestrials?

I loved the use of monochrome here, as well as the depth of field. You have shown a good use of your camera.
However, I felt the composition could have been better. There are too many subjects in the frame which is distracting from the overall composition. I feel that having one or two bike riders could have improved the composition of your photo.
I like the composition and the use of light. However, I felt that the subject on the left could have benefited from being better focused. Non-focused elements tend to distract from the full frame of a photo. The viewer's eyes tend to go towards her, misplacing the focus of the frame, which should be your excellent architectural landscape.
I liked the use of slow shutter speed here, you clearly know how to technically create this photo effect.
However, I feel that the photo could have benefited from a better composition. Taking a photo of such an icon London building is always going to be difficult, in terms of making your photo stand out from the thousands and thousands that have gone before.
I recommend thinking "outside the box", to look at previous photos of the same subject and to think how your capture of Big Ben could be different.
You, as a photographer, are a storyteller, therefore don't be afraid to tell your story. How you see it, not how it "should" be seen.
